When a service is experiencing difficulties in fulfilling the requirements for qualified staff, it must develop alternative arrangements which do not compromise the standard of children’s care. These arrangements must be approved by the Child Care Unit and may include seeking approval from the Child Care Unit for a carer without qualifications to occupy a qualified position. The carer is required to have demonstrated skills and, in the majority of circumstances, be studying towards an approved qualification.
